
Ngati Tuwharetoa faces a range of environmental issues which cause a strain on resources both financially and in terms of people’s time. Ngati Tuwharetoa has three regional councils, four district councils and the Department of Conservation regions to contend with at a statutory body level. Individual hapu have a range of environmental issues that they tackle each month including concession applications, resource consents, policy applications and environmental monitoring.
These issues would be better managed with a hapu environmental plan which can be lodged with statutory authorities through the RMA to provide more support and recognition of the issues and perspectives of importance from tangata whenua.
Through these plans hapu would be able to determine environmental base lines, monitoring, consultation processes, environmental health projects and advocacy views from the tikanga and kawa of Ngati Tuwharetoa. In turn the Tuwharetoa Maori Trust Board would be able to base its environmental plan which will primarily be a policy document, on the plans of Ngati Tuwharetoa hapu to add substance and mandate to their wider political advocacy on behalf of the tribe and in their role as title holder of the Lake on behalf of all the Iwi.
Some hapu currently have, or are in the process of completing their environmental plans. For those that do not have a plan this proposal is seeking financial support to facilitate the writing of these plans. At first glance, this programme will be costly, however for one of our marae/hapu it could easily cost $20,000 just for one plan. This is a collective, cost effective was of empowering our people to be kaitiaki and in their way work to protect the Board’s core asset, Lake Taupo and its rivers and tributaries.
This programme uses the current capability of the Board to facilitate and help complete a task that requires specific skills that often do not reside in the marae/hapu themselves. In this was capability will be built using people from the marae/hapu to support the kaupapa. We also hope to open this to Trusts and Incorporations where possible.
A key point to note is that a plan is just a piece of paper unless people are implementing them. Alongside these plans the Tuwharetoa Maori Trust Board will be continuing its Tuwharetoa Asset Management Unit (TAMU) and its role of supporting the Board and hapu around environmental issues. Also the establishment and continued work of the Tuwharetoa Environmental Roopu will ensure that the issues identified in each plan will be tabled and addressed through both collective support and individual hapu projects. This project has 17 marae participating and will be completed by the end of 2009. The template for the plans is attached as a pdf below.
